  Farmers Market Guidelines During the COVID-19 Pandemic

 

To help prevent the spread of COVID 19, the following guidelines are provided for Farmers Markets operating in Cooper County, MO.   We recognize that farmers, vendors and customers rely on the market for basic needs.  Over the years, Farmers Markets have grown into a diverse, heavily attended, social event in which consumers can take their time, enjoy the people and surroundings, and purchase readily available food and wares.  Once the pandemic has passed, we expect the markets to return to normal.  In the meantime, we must make every effort to slow the spread of this virus. This year, the markets may change in the way they look and the way they are utilized.

 

To make markets as safe as possible for vendors and customers, the following precautions are recommended:

 

Market managers will be responsible for ensuring that precautions are put in place and enforced in accordance with social distancing orders.  This may be accomplished by:

    1. Restricting the number of people in the market area at one time based on square footage or occupancy. 
    2. Discouraging congregating in front of stands or other areas.
    3. Eliminating tables, chairs and music.
    4. Designating customer waiting areas using tape or other markers.
  1. Signs should be posted throughout reminding people to stay home when sick, wash hands often for 20 seconds, and practice social distancing.
  2. Hand washing stations and hand sanitizer should be conveniently located throughout the market.
  3. Masks should be worn by vendors and encouraged for customers.
  4. Prohibit the sale of non-food or non-essential items.
  5. In general, food items prepared on site should be avoided as this tends to promote crowds and social gathering while people eat or drink.  If allowing foods prepared on site, consult with the Cooper County Public Health Center for additional guidance.
  6. Clean and disinfect frequently touched items in common areas and in vendor booths.
  7. Suspend demos and samples to help avoid cross contamination.
  8. Discourage customers touching items they will not be purchasing.  Consider having the vendor select items with sanitary gloves and bag them for the customer.
  9. Consider redesigning the market to allow for drive through or pre-ordering with set pickup times.

Public Notice

The Cooper County Board of Trustees meets the second Tuesday of each month at Cooper County Public Health Center and virtually.

Board meeting day and times may change with 24 hours’ notice. Board meetings may be canceled due to inclement weather, holidays or the inability to attain a quorum.

 The meeting begins at 5:00 P. M. unless otherwise announced.

The meeting notices are posted on the inside of the main lobby door for viewing by those interested.

The Cooper County Public Health Center is a RSMO 205 county health political subdivision.

The office is located at 17040 Klinton Dr. in the Village of Windsor. 

Those wishing to make public comment at a Board of Trustees meetings are to notify

the Public Health Administrator no later than 12:00 p.m. on the Friday before the scheduled Board of Trustees meeting.

  They shall include their name, county of residence, what organization or

business they are representing with the comment (if applicable), and their topic.

The topic must be a public health issue. The request to make comment shall be submitted to the Public Health Administrator at

scott.clardy@coopercohealth.gov, or by calling 660-882-2626. 

The request can also be made in writing and sent to: 

Public Health Administrator, Cooper County Public Health Center, 17040 Klinton Drive, Boonville, MO  65233.

Speakers will have no more than five minutes to address the Board of Trustees. 

Comments can be made in-person or virtually.  Electronic presentations (e.g. PowerPoint presentations) are not allowed.

If a speaker chooses to bring handouts, they shall bring eight copies. 

Comments must be addressed to the Board as a whole, not to individual Board members or staff.
